New Delhi: Russia has proposed an expansive defence cooperation plan to India ahead of President Vladimir Putin’s visit next month, offering full access to the technology behind its fifth-generation Su-57 stealth fighter. The proposal includes initial deliveries of Russian-built jets followed by a phased shift of production to India, potentially transforming India’s future fighter aircraft capabilities.
Rostec chief Sergey Chemezov said at the Dubai Air Show 2025 that Moscow is ready to open the entire Su-57 ecosystem to India. This includes the transfer of engine technology, stealth materials, sensors and other key components that no other country has offered to New Delhi before. He added that any request from the Indian side would be fully accommodated, underscoring the long defence partnership between the two nations.
Russian officials also indicated readiness to support the licensed production of advanced air weapons in India and integrate Indian-designed systems into upcoming platforms. They highlighted potential cooperation in areas such as optics, radar, artificial intelligence, low-observable technologies and next-generation munitions.
In addition to the Su-57 offer, Moscow is reportedly prepared to discuss the Su-75 Checkmate, a single-engine stealth fighter currently under development. Defence analysts believe India would be the most suitable partner for hosting Su-75 manufacturing, which could help bridge India’s projected fifth-generation capability gap while offering significant export opportunities. Experts note that the Su-75 would complement India’s indigenous AMCA programme by serving a different tactical role.
President Putin is expected in India in December for the 23rd India-Russia Annual Summit, his first visit since 2021. Preparations for the visit have intensified, with senior Russian officials meeting Indian leadership in New Delhi to discuss defence and maritime cooperation. Both sides have reiterated their interest in deepening strategic ties, and major announcements in the defence sector are expected during the summit.
