PANAJI: The Goa Pradesh Youth Congress has demanded that the PWD department allow Engineering Students who passed out after 2021 to Apply and Appear for Written Examination for the Junior Engineer and Technical Assistant position.
In a memorandum submitted to Principal Chief Engineer PCE, the GPYC said the Recruitment Process initiated by the PWD for the Posts of Technical Assistant and Junior Engineers in 2021 created a huge controversy due to charges of Corruption, Manipulation in Examinations and illegalities and irregularities in the entire Recruitment Process.
“The matter was referred to the Bench of the High Court of Bombay at Goa and also came under Vigilance Inquiry after the pressure was built up on the Government by the eligible Candidates who were deprived of their Right to get selected on Merit. The Government was compelled to cancel the Selection List. One of the MLAs of the ruling Bhartiya Janata Party (BJP), who is now the Minister in the Government, had openly levelled a Charge that the then PWD Minister had sold the Jobs and there is a Scam of Rs. 70 Crores,” GPYC president Naushad Chaudhari said.
He said it is now understood from the Advertisement published in the Local Newspapers that Re-Examinations shall be conducted for the Post of Junior Engineers and Technical Assistants.
“It is also understood that only those Candidates who had applied and Appeared for the Examinations shall be eligible to appear for the Re-examination. This particular condition will not allow those Candidates who cleared their Engineering Course after 2021 to appear for the Re-examination,” he added.
Chaudhari said many Students passed Diploma and Degree Courses on Merit, scoring High Marks in various Streams of Engineering, and who are eligible to appear for the Re-examination if the Eligibility Criteria is amended and all of them are allowed to Apply and Appear for the Examinations to be conducted for the Posts of Junior Engineer and Technical Assistants.
“The Government should allow the fresh pass-outs to appear for the Exams by postponing the Examination Dates. If Government fails to do so, it will appear that the Government is trying to give backdoor entry for those alleged Candidates who paid Huge Amounts for the Junior Engineer and Technical Assistant Posts and this Re-examination is conducted as an Eye Wash,” he said.
The PWD can also hold the Examinations through Staff Selection Commission (SSC) and be the first Government Department to recruit the Engineers through SSC, he said.
National Students Union of India (NSUI) and Goa Pradesh Youth Congress demands:
1) Government should consider the new Diploma Holders and Graduates in Engineering to Apply and Appear for the upcoming Examinations for the Post of Junior Engineers and Technical
Assistants.
2) Government should postpone the Examination Dates and announce fresh dates for the new Pass outs to Apply and Appear for the Examinations for the Post of Junior Engineers and
Technical Assistants.
3) The Government should also explore of holding the
Examinations through the Staff Selection Commission (SSC to maintain Transparency in the Recruitment Process.
4) The Government should set up an High Level Committee under Retired High Court Judge to investigate the earlier Recruitment Process of Junior Engineers and Technical Assistants advertised in 2021 and take strict action against those who were involved and responsible.
