MARGAO: A Catholic organisation has urged the Centre to roll back the proposed amendments to the Foreign Contribution (Regulation) Act (FCRA), expressing concern that the changes could negatively impact Church-run institutions and minority organisations across the country.
The body stated that the proposed provisions could create uncertainty for organisations engaged in education, healthcare and social service activities. It called for safeguards to ensure that religious and charitable institutions are not adversely affected and sought assurances that their autonomy and assets would remain protected.
Raising further concerns, the organisation demanded a review of actions taken under the FCRA against Christian groups over the past several years. It suggested that organisations which have not been found guilty of financial irregularities should have their registrations restored.
The group also stressed the need for stronger action against incidents of hate speech and violence targeting minorities, and called for a structured mechanism to address communal concerns. It urged the government to initiate dialogue with representatives of the Christian community to discuss issues related to minority rights and institutional functioning.
According to the organisation, certain provisions in the proposed amendments could allow authorities to take control of assets and funds of organisations whose registrations are suspended or cancelled. It warned that such measures may raise constitutional concerns and affect the functioning of charitable institutions.
While reiterating its commitment to transparency and compliance with regulations, the organisation appealed to the government to reconsider the amendments and hold wider consultations before moving forward.
