PANAJI: In a move aimed at improving sanitation and promoting efficient waste handling, the Corporation of the City of Panaji (CCP) has announced the rollout of the Solid Waste Management (SWM) Rules, 2026, introducing tighter norms for residents, institutions and commercial establishments in the capital.
The updated regulations, issued by the Union Ministry of Environment on January 27, will take effect from April 1, 2026. The framework is expected to bring in a more structured and technology-backed approach to waste management across the city.
One of the major highlights of the new rules is compulsory segregation of waste into four categories at the source. The policy also enforces the ‘Polluter Pays’ principle, holding waste generators accountable for improper disposal. To boost transparency and compliance, the system will include digital waste audits and smart monitoring mechanisms.
Special emphasis has been placed on Bulk Waste Generators (BWGs), which include large housing societies, businesses, educational institutions, hospitals and government offices. The CCP has made it mandatory for all such entities to register on a centralised online platform.
Further, BWGs will be required to manage their biodegradable and garden waste within their premises through composting, biomethanation or other approved methods, reducing dependency on municipal collection systems.
For those unable to process waste on-site, the rules provide an alternative through an Extended Bulk Waste Generator Responsibility (EBWGR) certification. Under this provision, entities must pay for dedicated waste collection, transportation and treatment services.
