PANAJI: An independent Civil Services Board (CSB) has been established by the Goa government to make decisions about the postings of IPS officials.
Under the direction of the Chief Secretary, the board would recommend to the government changes to the postings and transfers of bureaucrats by guaranteeing cadre officers a minimum two-year tenure and scrutinizing petitions for out-of-turn and premature transfers.
The Supreme Court had ordered the Center and the states to establish a CSB to review transfers and postings of bureaucrats among others within three months in 2013, hoping to shield the bureaucracy from political meddling and put a halt to the frequent transfers of civil servants that went along with it.
The Director General of Police, Principal Secretary of Finance, and Principal Secretary or Secretary Home round up the four-member Board.
In accordance with the directive from the personnel department, the Board would suggest to the government changes related to postings, transfers, and job allocation for IPS officers.
The Board must keep in mind the government-mandated minimum tenure of service requirement while making recommendations.
“IPS officers assigned to a posting must serve a minimum of two years in that position. But if a transfer occurs earlier than planned for unavoidable administrative or medical reasons, the proposal will be referred to the CSB, and a well-reasoned judgment will be made,” the order said.
The Civil Services Board must determine the necessity and circumstances before recommending an officer’s transfer to the Competent Authority. The Board may also consider transferring an officer before the government-fixed tenure, but only after providing written justification.
