AERIAL VIEW
Agreed with the CM that a government servant cannot get involved in any protests or rallies but does this rule apply to Anganwadi workers working on an honorarium.
As per the Ministry of Women & Child Development, the Anganwadi Workers/Helpers are Honorary Workers who come forward to render their services in the area of childcare and development on payment of a monthly honorarium.
Anganwadi Workers being honorary workers, can neither be declared permanent servants nor can be given any civil posts: hence they are not eligible for related benefits.

The Chief Minister of Goa, Dr Pramod Sawant, has finally announced who the boss is and assured to reinstate the terminated Anganwadi workers on the jobs provided they adhere to the conditions laid by him; that is – they have to give in writing that they would never indulge in political protests or rallies.
As per Department of Women and Child, the honorarium paid to Anganwadi workers was increased from Rs 3000/- to R 4500/- (60% Central Share and 40%
State Share) and the honorarium paid to Anganwadi helpers was increased from Rs 1500/- to Rs 2250/-
So, where does the question of not participating in protests come? Can anyone survive with this Rs 4500/- or Rs 2500/- honorarium?
So we feel this is another injustice to Anganwadi workers: their rights are being taken away.
The Women and Child Minister speaks of the digitalisation of Anganwadis, but he should first see the condition of anganwadis and the workers and then think of digitalisation. Do the Anganwadi workers need tablets or proper infrastructure Mr Rane?
Rane’s WCD department had terminated the services of Union leaders, Ms Nilam Palyekar @Devyani Tamse – President, Jyoti Sanvordekar – Vice President, Jyoti Kerkar – Vice President, Vidya Naik – General Secretary, Rashmita Naik – Secretary, Khatija Atnekar – Secretary, Poumima Gaonkar – Treasurer for participating in the protests against the government.
The WCD said that the Goa Union of Anganwadi Workers had politicised the demands of Anganwadi Workers through Hrudaynath Shirodkar, a Congress party leader, and the President Goa Union of Anganwadi Worker has accepted the fact vide reply dated 20.12.2021, which was submitted past the due date for replying to the show cause notice dated 10.12.2021 issued to the President of the Goa Union of Anganwadi Workers as well as Akhil Goa Rajya Karmachari Sanghatana for being an Honorary Anganwadi Workers of the Department by the Director (DWCD).
“Hence, the agitating New Union with support of the some of the Anganwadi Workers/Helpers who were directly assisted the Congress Party through Hrudaynath Shirodkar failed to maintain integrity, devotion to duty
and acted unbecoming of Anganwadi Workers/Helpers, violating the expected code of conduct,” the WCD department said.
Secondly, the Chief Minister’s decision to reinstate the workers back will surely not go well with Vishwajit Rane, who seems to run a parallel government in Goa with just five portfolios – health, TCP, urban Development, Forest and Women and Child. He does not like the interference of anyone in his portfolios, including the Chief Minister.
So how would the CM implement his assurance for Anganwadi workers?
But by assuring the Anganwadi workers, Cm has shown who the boss is but the issue is will he keep his promise as this is the second time he has promised the Anganwadi workers. The last time he promised, but he could not keep his word.
However, with the panchayat polls round the corner, the CM had to take a decision; otherwise, the candidates supported by BJP would face the music during the panchayat polls.
