Sankhali: Chief Minister Pramod Sawant has appealed to Goans to take advantage of the government’s circular for regularisation of old houses constructed before 1972 and reflected on the survey plan.
Sawant informed that application forms for the process will be made available from September onwards. He urged people to keep all necessary documents ready in order to complete the procedure smoothly.
The Chief Minister also announced that the much-awaited Regularisation of Unauthorised Construction Bill will come into force shortly, paving the way for resolution of long-pending issues related to old and irregular constructions across the State.

The circular, which came into force on August 1, clarifies that such houses will be treated as settled land and will not require fresh conversion sanads at the time of reconstruction. The move seeks to resolve long-standing ambiguities and inconsistent interpretations across departments regarding applicability of conversion provisions.
The process involves the issuance of two key documents – a Settlement Land Certificate from the Deputy Collector and a Structure Regularization Certificate from the concerned Panchayat or Municipality. Applicants will have to pay a fee of ₹1,000 and submit supporting documents including Form I & XIV and Form D. Once verified, the Deputy Collector is expected to issue certificates within a week.
To qualify, the house must be reflected on old survey plans prepared between 1970 and 1972 and should occupy at least 25% of the plot, with the total holding not exceeding 1,000 square metres.
“This has been a long-standing issue, and the government has clarified that such old houses will be treated as settled land. There will be no requirement for fresh Conversion Sanads,” the Revenue Department notification stated.
The CM also informed that the long-awaited Regularisation of Unauthorized Constructions Bill will come into force shortly, providing further relief to homeowners facing technical hurdles.
