PONDA: The locals at Kavlem, Daag Ponda alleged that the main nullah located on the border of Kavlem Panchayat and Ponda Municipal Council (PMC) has been encroached upon by some business establishment on both sides by constructing a retaining wall and shed in nullah without any setback and permission of Panchayat and Municipality.Following this, the WRD Issue notice to Saw Mill at Kapileshwarim – Daag Ponda.
Due to this encroachment, locals fear flooding the Daag Ponda culvert, which would block traffic on the main road during monsoon.
The business establishment has constructed the retaining wall by putting a steel foundation into the nullah. Angry locals have demanded immediate action by PMC, Kavlem Panchayat and WRD.
The locals of Daag Ponda and Kavlem said the original width of the nullah was over 6.5 meters. The width is now reduced to around four meters due to encroachment
Vinod Pokle said every year, the Daag Ponda main road is flooded, and if constructed of a wall is permitted in the nullah, it will lead to flooding of the main road and de- manded inspection of the nullah.
WRD, in its notice to the Sawmill, said During a joint site inspection of Nallah at Daag along the highway. In the presence of the Municipal Engineer, Ponda Municipal Council, Ponda – Goa, it is noticed that the retaining wall work on the nallah is under construction without prior permission from this office. The wall construction is inside the nallah, thereby reducing the width of the nallah. The debris, mud, etc., is dumped inside the nallah, obstructing the free flow of water.
Therefore instructed to explain within seven days of receipt of this letter why action should not be initiated against you for violating the Irrigation Act, 1973.
