PANAJI: The North Goa District Court has granted an interim stay on the Deputy Director of Panchayats’ order related to the proposed Unity Mall at Chimbel, effectively relieving the Chimbel Village Panchayat (VP) of any obligation to issue a construction licence to the Goa Tourism Development Corporation (GTDC) until December 17.
Meanwhile, the High Court of Bombay at Goa on Friday closed a writ petition that had challenged the construction licence issued for the same project, after the petitioner chose to withdraw the plea in light of fresh proceedings initiated before the Directorate of Panchayats.
During the hearing, Advocate Dinesh Naik, appearing for the Chimbel Panchayat, submitted a notice dated December 2, 2025, issued in a revision petition pending before the Deputy Director of Panchayats, North Goa.
The revision challenges the High Court’s earlier interim order of November 28, which had restrained the Block Development Officer from compelling the Panchayat to issue the construction licence.
Naik also informed the court that petitioner Govind Shirodkar has already been arrayed as Respondent No. 2 in the ongoing revision proceedings before the Deputy Director.
With the interim stay now in force, the construction licence for the contentious Unity Mall project remains on hold pending further legal developments.
