PANAJI: Chief Minister and Home Minister Dr. Pramod Sawant detailed a consistent decline in major crime categories across the state over the last three years. Addressing Unstarred Question No. 119 raised by MLA Vijai Sardesai, the Chief Minister provided data showing that assault cases dropped from 321 in 2023 to 252 in 2025, while incidents of mob violence decreased from eight to six in the same period. While dacoity saw a marginal increase with five cases reported in 2025, the government emphasized a 100% detection rate for these incidents, noting that one case has already reached the chargesheet stage. Notably, the report highlighted that no “gang war” incidents were recorded during this three-year window, reinforcing the government’s position on the absence of organized gang activity in the state.
Despite the positive statistics, the state government declined to share the minutes of high-level review meetings between the Chief Minister and top police officials regarding high-profile robberies in Baina and St. Cruz, citing Rule 37(15) of the Assembly’s Rules of Procedure which protects internal administrative discussions. To combat evolving crime patterns, the Goa Police have intensified proactive measures, including the “Robot” and “Robin” night patrolling initiatives and the integration of private CCTV feeds with the Smart City surveillance network. Additionally, the police have launched a strategic profiling project to track 152 repeat offenders and have conducted extensive tenant verification drives to monitor the state’s growing migrant population. These efforts, combined with a reported crime detection rate of 86%—cited as the highest in India—form the cornerstone of the state’s current law and order strategy
