Panaji: A woman doctor from Porvorim has filed a police complaint against a hotel worker for stalking and making obscene gestures at her over a period of several years. The accused, identified as Irappa Rudrappa Talwar, a native of Belgaum, Karnataka, and currently working at a hotel in Panaji, was booked under relevant sections of the Bharatiya Nyaya Sanhita after he allegedly harassed the complainant and assaulted two men who attempted to restrain him.
According to the complaint submitted at the police station on August 4, 2025, the complainant stated that the accused has been stalking her repeatedly since 2019. The latest incidents reportedly occurred on August 2 at around 9:15 am near Sequeira Petrol Pump and again on August 4 at 8:45 am near Reliance Trends showroom, both in Panaji.
The accused allegedly signalled at her, waved, smacked his lips, adjusted his collar, and wore bright-coloured shirts to draw attention. He also made inappropriate and offensive gestures that, the complainant said, amounted to outraging her modesty.
When the complainant’s driver, Nitesh Varadkar, and his friend Anand Kumar confronted the accused, he allegedly tried to flee. During the scuffle, Talwar reportedly scratched Varadkar on the hand and bit Anand Kumar on the little finger, causing injuries to both.
An offence has been registered under Sections 78, 79, and 115(2) of the Bharatiya Nyaya Sanhita. The investigation is being led by LPSI Sapna Gawas.
