PORVORIM: The Directorate of Education, Government of Goa, has issued a stern circular urging all teaching and non-teaching government staff to strictly adhere to the Central Civil Services (Conduct) Rules, 1964.
The circular, signed by Director of Education Shailesh R. Sinai Zingde, emphasizes maintaining the highest standards of integrity, discipline, and decorum among government servants.
The move comes in response to reports that some staff members under the Directorate have been participating in demonstrations and strikes — actions deemed unbecoming of a government servant.
The circular explicitly advises all government staff to:
(i) refrain from participating in demonstrations or strikes,
(ii) maintain discipline and decorum at all times, and
(iii) adhere strictly to the CCS (Conduct) Rules, 1964.
The Directorate further instructed that any grievances should be submitted in writing via proper channels. Any violation of these directives may attract disciplinary action.
Heads of institutions have been directed to disseminate this circular to all teaching and non-teaching government staff under their jurisdiction.
Copies of the circular have also been sent to the Chief Minister’s Office, the Secretary (Education), and all Deputy Directors of Education in the North, Central, and South zones
