PANAJI: The Directorate of Enforcement (ED), Panaji Zonal Office, has provisionally attached 24 immovable properties across Bardez Taluka in Goa, including areas like Calangute, Assagao, Anjuna, Nerul, and Parra, valued at Rs. 193.49 Crore (market value).
This action was taken under the Prevention of Money Laundering Act (PMLA), 2002, in connection with the ongoing Goa Land Grab case.
The Provisional Attachment Order (PAO) was issued on April 25, 2025.
This marks the second provisional attachment in the case. In 2023, ED had previously attached 31 properties worth Rs. 39.24 Crore, which were confirmed by the Ld. Adjudicating Authority (PMLA), New Delhi, in an order dated April 15, 2024.
The ED’s investigation is based on multiple FIRs filed by the Goa Police, investigated by the Special Investigation Team (SIT) on land grabbing activities.
These FIRs involve the fraudulent and illegal acquisition of land by accused individuals through forgery, cheating, and unlawful appropriation of immovable properties.
According to the ED, fraudsters forged documents and deeds in the names of deceased individuals or ancestors, using them to fraudulently alter land records in the government’s official registers.
The illegally acquired properties were then either sold to third parties, generating proceeds of crime, or transferred to associates through sham sale deeds without actual payment.
The latest batch of 24 attached properties, located in prime tourist hotspots of Bardez Taluka, includes both properties sold to third parties and those transferred to associates through fraudulent deeds.
With this new attachment, the total value of properties attached in the Goa Land Grab case now stands at Rs. 232.73 Crore. The ED also filed a Prosecution Complaint before the Ld. Special Court (PMLA), Mapusa, Goa, on April 12, 2024, which has already taken cognizance of the case.
Further investigation into the matter is ongoing.
