PANAJI: The Electricity Department of Goa has issued a circular directing all sub-divisional officers to stop releasing new electricity connections to illegal structures that do not possess valid permissions from competent authorities.
The directive, issued by Chief Electrical Engineer Stephen Fernandes on September 30, 2025, refers to earlier communications and a circular from the Chief Secretary stating that “no new electricity connection shall be released to illegal structures where permission is not obtained from concerned authorities.”
The department clarified that the grant of an Enabling Housing Number (EHN) does not confer any legal status on unauthorized structures and is meant solely for taxation purposes by local bodies. Henceforth, no new electricity connection will be released based on EHN numbers.
Citing a High Court order dated March 6, 2025, the circular emphasized that applicants seeking new connections must produce a valid construction license and technical clearance certificate.
All sub-divisional officers have been instructed to strictly comply with the directions with immediate effect.
