In a swift response to the resignation of Chief Minister N Biren Singh, Manipur has initiated an emergency and crisis management plan to maintain stability and prevent potential violence. The resignation, which occurred on February 9, 2025, has prompted a significant deployment of security forces, particularly in the Imphal Valley, a region of critical focus given the CM’s affiliation.
The situation in Manipur remains volatile, with intelligence agencies warning of possible attempts by underground leaders to escalate tensions. Despite these concerns, top officials of the Manipur Police have assured that a sufficient number of troops are already in place, negating the immediate need for additional Central Armed Police Forces (CAPFs).
Chief Minister N Biren Singh’s resignation has led to a transitional period, with him being asked to continue as caretaker Chief Minister until the formal resignation process is completed. This arrangement was finalized after a meeting with Governor Ajay Bhalla, BJP North East Coordinator Sambit Patra, and a group of MLAs.
An emergency and crisis management plan has been activated to address the potential fallout from the CM’s resignation. Senior police officers and security forces, including those from CAPFs, have been deployed with a primary focus on ensuring the security of the Valley. While no additional CAPFs are currently required, the police are vigilant, monitoring leaders who could incite violence. However, given that the resignation is attributed to political rather than security reasons, the anticipation is for protests rather than a sudden spike in violence.
Security forces are well-equipped to handle any potential violence, with the deployment of drones, hand jammers, and other necessary instruments. Bulletproof vehicles have also been mobilized, and weapons recovery operations have been intensified to prevent any misuse of arms. The Valley, being the CM’s home region, remains the primary focus area for security measures.
The Manipur Assembly is likely to be suspended, and there are indications that President’s Rule may be imposed pending legislative approval from both Houses of Parliament. Until then, the Governor has requested the outgoing Chief Minister to continue with limited powers. This procedural delay highlights the complex administrative landscape that Manipur is currently navigating.
The resignation process and the subsequent administrative adjustments may evolve as new leaders propose candidates for the Chief Minister position. However, the police anticipate a reduced impact on the law and order situation in Manipur once the transition is finalized. The ongoing crisis management efforts are aimed at maintaining stability and preventing any escalation of tensions, particularly from underground leaders and other potential troublemakers.
