PANAJI: Panaji Police have registered a First Information Report (FIR No. 24/2026) against Leader of Opposition Yuri Alemao, several Opposition MLAs and activists in connection with a large-scale protest held at Dona Paula that allegedly disrupted traffic and public order for over eight hours.
The complaint was filed by Executive Magistrate Shri Ramkrishna S. Salgaonkar, who stated that a sizeable crowd gathered without prior permission from the competent authorities. The protest, initially held in solidarity with MLA Viresh Borkar and to demand the withdrawal of Section 39-A of the TCP Act, later moved towards the residence of TCP Minister Rane at Dona Paula.
Among those named in the FIR are MLAs Venzy Viegas, Cruz Silva, Advocate Carlos Ferreira, Manoj Parab of Revolutionary Goans, Ajay Kholkar, Valmiki Naik, Govind Shirodkar, Cecille Rodrigues, Swapnesh Sherlekar and Rama Kankonkar, along with approximately 1,200 to 1,500 unidentified participants.
According to police, the demonstration led to a prolonged road blockade, allegedly causing inconvenience to commuters and obstructing public servants from performing their official duties. Authorities have invoked multiple provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, including Sections 189, 189(2), 191(2), 132 and 126(2) read with Section 190.
The case was registered in the early hours of February 24, 2026 by Inspector Vijaykumar Sadguru Chodankar. Sub-Inspector Deepesh Dattaram Shetkar has been entrusted with the investigation.
Police stated that further inquiries are underway to ascertain the roles of those named and to identify additional participants involved in the protest.
