PANAJI: Nitin Vassudev Raiker, Director of the Directorate of Fire and Emergency Services, Government of Goa, has been awarded the Doctor of Philosophy (PhD) in Sociology by NIILM University, Kaithal, Haryana.
His research titled “Sociological Impact of ICT on Disaster Management in the State of Goa” examines how technology can strengthen disaster preparedness, communication and emergency response in the state.
The study draws on inputs from over 1,000 respondents, including residents, tourists, business stakeholders and government officials. It analyses how people in Goa receive, trust and utilise information during disasters and emergencies.
Findings of the research indicate that digital tools such as mobile alerts, warning systems and applications are improving response mechanisms.
However, the study also highlights gaps, including unequal access to mobile phones, internet connectivity and digital literacy, particularly in rural and vulnerable areas.
The research further notes that people tend to rely more on information disseminated through local sources such as panchayats, community leaders and neighbourhood networks. It also stresses the importance of strengthening two-way communication systems to enable citizens to report emergencies and seek assistance effectively.
Additionally, while awareness of disaster risks exists, the study points out that many people are not adequately prepared or trained to respond during emergencies. The findings are considered particularly relevant for Goa given its coastal geography, tourism-driven economy and vulnerability to floods, cyclones and other natural hazards.
