PANAJI: North Goa Police have registered two FIRs against four private security agencies found operating without the mandatory license under the Private Security Agencies (Regulation) Act, 2005 (PASARA).
Acting on the directions of Chief Minister of Goa, police intensified enforcement against unauthorized agencies. Officials said such operations not only violate the law but also endanger public safety.
An FIR (No. 116/2025) was registered at Panaji Police Station on August 26 under Section 318(4) of the Bharatiya Nyaya Sanhita (BNS) Act, 2023, against three agencies — Cobra Elite Force India Pvt Ltd, Vishwakarma Security Service, and ACE Security Services. The accused named are Ryan Fernandes of Caranzalem, Rajendra Prasad Tiwari of Old Goa, and Sushma H. Naik of St. Inez, respectively.
In a separate case, Mandrem Police booked Britto Security Services and Manpower Supply under FIR No. 83/2025, also under Section 318(4) of BNS, for operating without a valid license. Its proprietor, Lazaro Pascoal Britto, has been named as accused.
Police said strict enforcement will continue to ensure compliance with PASARA regulations.
