PANAJI: The Goa Human Rights Commission (GHRC) has taken suo motu cognizance of a controversial incident reported by local newspaper, involving a male student parading in underwear during a cultural festival at Goa University.
The event, which took place recently during a student-organized fest, sparked public outrage and concerns over student dignity and human rights.
According to GHRC Proceeding No. 59/2025, the Commission found prima facie violations of students’ human rights and issued a formal notice to the Vice Chancellor of Goa University, Taleigao.
The notice directs the Vice Chancellor to submit a detailed report or reply to the Commission on or before July 23, 2025, at 10:30 a.m.
The Commission’s order, signed by Acting Chairperson Desmond D’Costa and Member Pramod V. Kamat, emphasized the seriousness of the matter, noting that the reported incident suggests possible misconduct and administrative oversight.
Sources from Goa University confirm that an internal inquiry is underway and that the matter is expected to be placed before the Executive Council for further deliberation.
University officials, however, are currently engaged with the ongoing NAAC (National Assessment and Accreditation Council) evaluation visit, which has limited their immediate response.
A copy of the newspaper report dated July 10, 2025, was enclosed with the Commission’s notice to support its concerns.
