PORVORIM: The Goa Cabinet hasapproved the Animal Breeding and Domestication Bill 2025, which is slated to be tabled in the upcoming session of the Goa Legislative Assembly. Chief Minister Pramod Sawant announced that the bill includes a provision to ban the import, sale, and breeding of certain dog breeds, specifically Pitbulls and Rottweilers, in the state.
Sawant said the proposed legislation aims to regulate the breeding and domestication of animals in Goa to ensure public safety and animal welfare. “The Cabinet has cleared the Animal Breeding and Domestication Bill 2025, which will be introduced in the Assembly. It proposes a ban on import, sale, and breeding of Pitbulls and Rottweilers,” the Chief Minister told reporters after the meeting.
The bill is part of the government’s broader efforts to address concerns over aggressive dog breeds and ensure responsible ownership practices. Once passed, the legislation will empower authorities to enforce restrictions and impose penalties on violators.
The Assembly session is scheduled to begin later this month.
The decision follows a spate of recent incidents involving “aggressive” dog breeds.
Months back, a 40-year-old man sustained injuries when he was attacked by a pet Rottweiler in Assagao, North Goa, leading the village panchayat to issue a public advisory.In response to the incident, the Assagao panchayat had urged owners of certain dog breeds, specifically Pitbulls and Rottweilers, not to walk or let their pets roam freely in public spaces. The advisory also warned that violating these rules would be treated as a punishable offence.Last August, concerns over aggressive dog breeds intensified after a seven-year-old boy was killed in Anjuna, North Goa, in a Pitbull attack. The child had accompanied his mother, who worked as a domestic help, to her employer’s home when the dog fatally bit him on the neck and body. The incident triggered public outrage and calls for stricter controls, including bans on so-called “dangerous” breeds.
