JAIPUR (Rajasthan): In a significant move to bolster Goa’s development and address its unique challenges, Chief Minister Dr. Pramod Sawant has submitted a detailed memorandum to the Union Government outlining key demands for the upcoming budget for the fiscal year 2025-26.
Continuation and Enhancement of Special Assistance Scheme
Dr. Sawant has urged the continuation of the Special Assistance to States for Capital Investment (SASCI) scheme, emphasizing its crucial role in boosting Goa’s capital expenditure.
He has requested an increase in Goa’s share of the untied portion of the scheme to at least 1%, up from the current 0.386% recommended by the 15th Finance Commission.
This increase is justified given Goa’s consistently high spending on capital projects.
Additionally, the Chief Minister has sought permission to carry forward funds allocated for the “Unity Mall” and “Housing for Police Personnel” components of the 2023-24 scheme without any penalties. The finalization of land for these projects took considerable time, and now that the projects are in full swing, this flexibility is essential.
Revitalization of Khazan Farming
Khazan farming, a centuries-old sustainable farming system developed by the Gauda Tribes of Goa, is in dire need of revival.
The system, which integrates agriculture, fisheries, and horticulture, has been compromised due to the lack of maintenance of protective bunds, leading to saline water intrusion and the growth of mangroves. Dr. Sawant has requested a one-time special assistance of ₹500 crores to restore these ecologically vital lands.
Enhanced Railway Connectivity
To improve connectivity and facilitate easier travel for tourists and residents, Dr. Sawant has requested the introduction of Superfast Express or Vande Bharat trains on routes connecting Goa to major cities like Bengaluru, Pune, and Hyderabad. Currently, the travel time via rail is around 10-13 hours, which is a significant deterrent for those seeking to visit or commute to Goa.
Release of Recommended Grants
With the award period of the 16th Finance Commission set to begin in FY 2026-27, Dr. Sawant has appealed for the release of grants recommended by the 15th Finance Commission.
These include ₹200 crores for tourism development and ₹500 crores for climate change mitigation and renewable energy projects.
Climate Change and Disaster Mitigation
Goa, being a coastal state, is highly vulnerable to climate change impacts such as sea erosion and landslides. The state recorded its highest monsoon rainfall in 124 years this year, highlighting the urgent need for resilient infrastructure.
Dr. Sawant has requested ₹1,000 crores in grants to mitigate the effects of climate change, protect the Western Ghats, and support sustainable development.
Upgradation of Konkan Railway
The Konkan Railway line, crucial for connectivity along the Western Coast, requires significant upgrades. Dr. Sawant has sought ₹5,000 crores for the double tracking of the Konkan Railway line to enhance inter-city connectivity in Goa.
Additionally, he has requested ₹1,500 crores for the construction of new tunnels to replace the old and vulnerable ones in the Goa section, ensuring passenger safety and seamless connectivity.
Replacement of Aging Water Pipelines
Goa’s water pipeline network, laid in the 1960s and 1970s, is in urgent need of replacement. Despite achieving 100% tap water connection, the aged pipelines pose a significant concern. Dr. Sawant has requested special assistance of ₹1,000 crores to replace these pipelines in a phased manner.
In conclusion, the memorandum submitted by Dr. Pramod Sawant underscores Goa’s pressing needs and opportunities for growth, emphasizing the importance of federal support in addressing these challenges.
