Panaji: In a stunning revelation during the ongoing Assembly session, Goa Forward Party MLA Vijai Sardesai has alleged a ₹10,000 crore land scam in Quepem involving nearly 10 lakh square metres of prime Communidade land. Sardesai claims the land has been illegally transferred to V&A Ventures Pvt. Ltd., a company owned by Mahesh Kumar — brother of former Uttar Pradesh Chief Minister Mayawati and a known BJP ally.
Terming it the largest-ever Communidade land scam in the state, Sardesai dubbed the deal a “UP-style land grab transplanted into Goa” and warned that Quepem was at risk of becoming “Mayanagiri” — a political fiefdom controlled by out-of-state interests.Alleged Illegal Transfer of Ancestral LandThe controversy centers on a 2001 consent decree and a subsequent 2003 Form X mutation, which Sardesai alleges illegally alienated Communidade land in Deao village — covering Survey Nos. 88/1, 89/0, 84/0, 85/0, 90/1, 94/0, and 109/0. The land is said to have passed through various entities — Aarpee Logistics, Aldeia Branca Pvt. Ltd., Millfields Developers — before ending up with V&A Ventures.
“This isn’t just a scam, it’s the birth of a private empire — Mayanagiri — on Goa’s ancestral soil,” Sardesai said.Bigger Than Zuari?Real estate valuers estimate the land’s worth at over ₹10,000 crore, even at a conservative rate of ₹10,000 per square metre. “This is Zuari 2.0 on steroids,” said a senior property valuer familiar with South Goa’s land market.Supreme Court Ruling Makes Sale “Void”Sardesai also cited the Supreme Court’s recent judgment in the Communidade of Thivim case (14 July 2025), which ruled that private consent decrees and transfers of Communidade land are illegal. “The SC order makes this transaction dead in law. The land must return to the Communidade,” he said.
“If we allow this to go through, we are signing away Goa’s identity,” Sardesai warned. “This is not just land theft — it’s a cultural invasion.”
