PORVORIM: Concerns over Goa’s drinking water supply were raised in the Assembly as legislators flagged the widening gap between demand and supply, ageing infrastructure, and shortages in several constituencies.
MLA Venzy Viegas highlighted the demand–supply gap and sought details from the government on the state’s water treatment capacity, infrastructure status and the funds utilised to strengthen the supply system.
Responding to the concerns, Drinking Water Minister Subhash Phaldessai said that Goa currently requires around 655 million litres per day (MLD) of water but is facing a shortfall of about 65 MLD. He attributed the deficit mainly to ageing pipelines and road digging works that disrupt the supply network.
The minister informed the House that the government plans to augment an additional 325 MLD by December this year and another 150 MLD by May, which is expected to improve the overall water availability across the state. He also said that every water connection will be required to maintain a mandatory three-day water reserve to deal with emergencies.
Phaldessai further stated that out of Goa’s 6,000-km water pipeline network, nearly 2,000 km is more than 40 years old. The government has already begun replacing 276 km of pipelines, while another 500 km will be taken up next year, with the remaining stretches to be replaced in phases.
The total cost of the pipeline replacement project is estimated at around ₹1,200 crore. A proposal seeking financial assistance has been sent to the Central government, while the state will also explore funding options for the project.
During the discussion, MLA Cruz Silva rejected claims that the Velim constituency receives 24×7 water supply, stating that several areas continue to face supply issues due to ageing pipelines. He urged the government to replace old infrastructure to ensure reliable water supply.
Meanwhile, MLA Carlos Ferreira raised concerns over water shortages in Bardez and called on the government to take immediate steps to address the problem.
