PANAJI: The Goa government has approved a one-year extension of all existing contractual appointments beyond October 31, 2025, allowing them to continue up to October 31, 2026, or until regular recruitment is completed, whichever occurs earlier.
As per an Office Memorandum issued by the Department of Personnel on October 27, 2025, all Heads of Departments (HoDs) and Public Sector Undertakings (PSUs) have been instructed to review the necessity of such positions and process extensions with the approval of the concerned Administrative Minister.
The memorandum emphasizes that departments must refer vacant posts to the Goa Staff Selection Commission (GSSC) or the Goa Public Service Commission (GPSC) to ensure that regular appointments are made in due course.
Additionally, the government has permitted the continuation of outsourced staff, including Multi-Tasking Staff (MTS), Junior Office Assistants (JOAs), and Personal Assistants (PAs), for the same duration. Any proposal to further extend these arrangements beyond October 2026 will require clearance from the Administrative Reforms, Personnel, and Finance Departments.
The circular, issued with the concurrence of the Finance (Budget) Department, was signed by Under Secretary (Personnel-II) Durga Kinlekar.
