PANAJI: Chief Minister Pramod Sawant told the Legislative Assembly that the Goa government has only borrowed Rs 1,500 crore out of its Rs 4,500 crore borrowing cap.
Sawant said, “I have not borrowed the full amount permitted,” during the debate of the Goa Appropriation Bill 2024. I only took out a loan for Rs 1,500 crore, even though my maximum was Rs 4,500 crore. The double-engine government has also given us additional money totaling Rs 300 crore and Rs 1,185 crore.
He added that the government only borrowed Rs 2,500 crore for capital expenditures during the previous fiscal year, even though the borrowing limit was Rs 4,300 crore. He reassured the House that “our fiscal deficit to GSDP ratio remains under 3%.”
The Chief Minister had previously requested clearance for Rs 1,039.42 crore when proposing the Goa Appropriation Bill 2024, of which Rs 469.33 crore was designated for revenue expenditures and Rs 570.09 crore for construction expenditures.
Sawant added that the State’s initial special assistance projection for the 2024–2025 fiscal year was Rs 450 crore. However, the Indian government has already given Goa Rs 1,185.17 crore, and by March 2025, another Rs 300 crore is anticipated.
