Panaji: The Goa government has released the draft Goa Transport Aggregator Guidelines, 2025, aimed at regulating taxi and motorcycle taxi services through app-based platforms. The move is intended to streamline operations, enhance transparency, and provide greater convenience to both residents and tourists, officials said on Thursday.
As per the draft guidelines, aggregators will be required to pay a license fee and renewal fee of Rs 5 lakh each, along with a security deposit of Rs 10 lakh. They must also ensure a minimum fare of Rs 36 per kilometre for local taxi drivers, as fixed by the state transport department.
The guidelines mandate that aggregators settle payments with vehicle owners within 72 hours of trip completion. Delays will attract a penalty of 25% per day. Additionally, passengers will be charged for a minimum distance of 3 km per ride booked through aggregator apps.
Transport Director Pravimal Abhishek said the policy has been designed to protect the interests of local drivers while introducing modern mobility solutions. “Drivers will have the freedom to choose their aggregator or even work with multiple platforms. The system is expected to regulate the taxi trade and offer benefits for women drivers and EV operators,” he said.
The draft guidelines have been opened for public feedback for a period of 30 days. The government is also looking to attract more ride-hailing operators to the state, in addition to the existing Goa Miles service.
