Panaji: In a significant move aimed at easing procedural delays, the Department of Urban Development has issued a circular simplifying the process for obtaining repair permissions for existing single dwelling units or structures.
According to the circular dated July 23, 2025, the Commissioner of the Corporation of the City of Panaji and Chief Officers of Municipal Councils have been directed to grant repair permissions within three working days of receiving an application. This applies only to legally existing and registered single dwelling units that have paid house tax for the last five years.
To seek permission, applicants must submit a sketch and photographs of the structure, along with a certificate from a registered architect or structural engineer outlining the type and estimated cost of repairs. The application will be processed after the requisite repair permission fees are collected.
Importantly, if a decision is not communicated within three working days, the permission will be deemed granted, allowing applicants to commence repairs without delay—provided the work remains within legal boundaries.
However, the circular clarifies that such permission does not confer or confirm ownership rights over the property. It is applicable only for repair-related work and not for new constructions or additions.
Urban Development officials said the move is intended to ensure the safety of residents while preventing further deterioration of structures, and to eliminate red tape in minor repair procedures.
