PORVORIM: The Goa Department of Personnel has issued a stern advisory to senior officers and heads of departments, warning them against proceeding on leave or official tours without prior permission from the competent authority.
In a circular dated September 2, 2025, the department highlighted that some senior officials had been undertaking leave and tours without sanction, in violation of the Central Civil Services (Leave) Rules, 1972, and related norms.
Signed by Under Secretary (Personnel-II) Durga Kinlekar, the circular stated that such actions hamper the smooth functioning of government departments and will not be tolerated.
The order makes it mandatory for all officers, including heads of departments, to seek approval before availing leave or undertaking official tours. Any violations, it cautioned, could invite disciplinary action under CCS(CCA) Rules and Service Rules.
The circular has been circulated to all secretaries and heads of departments for strict adherence.
