Panaji: The Goa Government has issued a stern circular cautioning all government employees against engaging in non-official activities such as birthday celebrations, farewell parties, gaming or private gatherings within office premises during working hours.
In a circular issued by the Department of Personnel, Secretariat, Porvorim, the government noted that such activities disrupt workflow, reduce productivity and cause inconvenience to citizens visiting government offices for official work.
The circular draws attention to Rule 3(1) of the Central Civil Services (Conduct) Rules, 1964, which mandates that every government servant must maintain absolute integrity, devotion to duty and refrain from conduct unbecoming of a government servant.
The government has clarified that personal gatherings during office hours amount to misuse of official time and space and will be treated as misconduct, attracting disciplinary action.
All departments have been directed to strictly adhere to the rules and ensure that official premises and working hours are used solely for administrative work and public service. Heads of Departments have been made responsible for maintaining decorum, discipline and punctuality among staff, failing which punitive action may also be initiated against the concerned HoD.
