Panaji: The Goa government has issued a circular directing all government departments, corporations and autonomous bodies to ensure strict compliance with the Central Civil Services (Conduct) Rules, 1964, warning employees against engaging in professional anchoring and other private work alongside official duties.
In a circular dated December 31, 2025, issued by the Department of Personnel, Secretariat, Porvorim, the government noted that it had come to its notice that some employees were involved in activities such as professional anchoring and similar engagements, which adversely affect their performance and dedication to official responsibilities.
The circular draws attention to Rules 3 and 15 of the CCS (Conduct) Rules, 1964, which mandate that a government servant must devote full time to official duties and prohibit engagement in any other business or employment.
“All officials of government departments, corporations and autonomous bodies are directed to ensure strict compliance with the above rules and desist from engaging in such professional work, business or re-employment,” the circular stated, adding that disciplinary action would be initiated against those found violating the conduct rules.
The instructions have been circulated to all heads of departments, corporations, autonomous bodies, and all offices in the Secretariat, with copies marked to the Joint Secretary to the Chief Minister.
The circular has been issued under the signature of Durga Kinklear, Under Secretary (Personnel-II), Department of Personnel, Government of Goa.
