PANAJI: The Department of Information Technology, Electronics and Communications (DITE&C), in collaboration with Goa Electronics Limited, on Tuesday launched Goa’s Digital Assistant — an AI-powered Chatbot (Beta version) — aimed at transforming citizen service delivery through the Goa Online portal.
The AI Chatbot was launched by Pramod Sawant in the presence of Rohan Khaunte, IT Minister; Shri Kabir Shirgaonkar, Director, DITE&C; and Ms Revati Kumar, CEO and Executive Director, Goa Electronics Limited.
CM highlights transparency and ease of living
Speaking at the launch, Chief Minister Pramod Sawant said the chatbot marks “a next chapter in Goa’s digital journey,” emphasising that the initiative strengthens transparency, enhances speed and brings government services closer to citizens through a more responsive and personalised digital experience.
He noted that at a time when India is actively shaping the future of Artificial Intelligence through the India AI Impact Summit 2026 under the leadership of the Prime Minister, Goa is demonstrating real, citizen-centric AI implementation on the ground.
“Our AI Chatbot initiative reflects our commitment to building responsible, secure and inclusive AI solutions that enhance ease of living, strengthen governance transparency and make public services more accessible to every citizen. This initiative represents Goa’s commitment to being an active contributor to India’s AI-powered governance future,” the Chief Minister said.
Single digital assistant for multiple services
The AI-powered chatbot has been developed to simplify access to government services by enabling citizens to interact using simple, conversational language without navigating complex portals or visiting government offices.
Key highlights of the initiative include:
A single digital assistant guiding users across multiple Goa Online services
Citizen-friendly chat-based interface
24×7 availability
Secure access using verified government data with privacy and consent safeguards
Through the chatbot, citizens can submit applications, track application status, download issued certificates and payment receipts, directly interact with government representatives, and share feedback or suggestions.
Scalable and multilingual platform
IT Minister Rohan Khaunte said that as national discussions focus on responsible and scalable AI adoption, Goa has moved from dialogue to implementation. He stated that the AI Chatbot represents a significant step towards building intelligent, multilingual and scalable digital governance platforms that can be extended across departments and sectors.
He added that the chatbot will progressively be integrated across all government departments to enable unified and intelligent digital service delivery across the State, while also reducing staff workload through automation of routine service interactions.
The chatbot has been launched in Beta version, with the government inviting citizen feedback to further enhance its functionality before expanding the service to other government sectors.
The AI Chatbot is accessible through the Goa Online portal at https://goaonline.gov.in/.
