PANAJI: Goa has been ranked as the top-performing state among the North-East, Hilly Regions, and smaller states of India, according to the CareEdge State Ranking Report 2025. The state achieved this recognition through strong performances in various sectors, including financial, infrastructure, economic, and social development. Maharashtra secured the top spot among the larger states.
With a composite score of 62.1, Goa excelled in social development (88.4), infrastructure (73.2), and financial development (51.5). The state’s economic performance earned a score of 62.5, placing it second in the economic pillar, just behind Sikkim. Goa also stood out in the financial development sector, scoring 51.5, highlighting its accessibility to credit and financial services.
The state’s social indicators, particularly in health, education, labor, and poverty, were impressive, earning Goa the highest score of 88.4. Additionally, Goa’s infrastructure was highly rated with a score of 73.2.
However, Goa’s performance in governance and environmental aspects was less favorable. The state ranked lower in these pillars, with scores of 47.3 in governance, which assesses public services, judiciary, and business climate, and 52.0 in environmental performance, reflecting challenges in sustainability and social well-being.
The CareEdge assessment, which covers the period from 2023 to 2024, evaluates states based on 50 quantitative indicators across seven categories: economic, fiscal, infrastructure, financial development, social, governance, and environment.
Despite its success in many areas, Goa’s lower rankings in governance and environmental aspects suggest areas that need further attention and improvement.
