PANAJI: Goa has been ranked among the leading power distribution utilities in India, securing the third position in its category in the Distribution Utilities Ranking (DUR) Report for the financial year 2024–25, released by the Ministry of Power.
The rankings, announced during the Power Minister’s Summit on Friday, place the Goa Power Department (Goa PD) with a total score of 78.5. It stands third among 41 comparable utilities—excluding those from urban and special category states—and 11th overall out of 66 utilities evaluated across the country.
Within its category, Goa trailed Gujarat’s Dakshin Gujarat Vij Company Limited (DGVCL) and Odisha’s TP Northern Odisha Distribution Limited (TPNODL), indicating a consistently strong performance across several key indicators.
The assessment was based on six major parameters, including financial and operational efficiency, consumer service delivery, renewable purchase obligations (RPO), smart metering, demand-side management, and resource adequacy.
Goa performed exceptionally well in renewable purchase obligations and system metering, achieving a perfect score in both areas. However, its performance in demand-side response was relatively weak, scoring just 19, which impacted its overall ranking.
The report suggests that Goa can further improve its position by strengthening demand-side measures, particularly through wider implementation of Time-of-Day (ToD) tariffs and expanding the installation of ToD meters across all consumer segments, excluding agriculture.
In terms of other metrics, Goa recorded a score of 84.8 in the Annual Integrated Rating, 76.1 in consumer services, and 75.2 in resource adequacy, reflecting a balanced performance across sectors.
The DUR framework, introduced by the Ministry of Power, aims to benchmark utility performance nationwide while encouraging transparency, efficiency, and sectoral reforms.
The latest rankings highlight Goa’s steady progress in modernising its power distribution network and adopting technology-driven practices, even as it identifies areas requiring further attention.
