PANAJI: Goa has secured the first position among all States and Union Territories in the country in the implementation of the Nyay Samhitas (New Criminal Laws), as per the national ranking assessment conducted by the Bureau of Police Research and Development (BPR&D) in February 2026.
The State achieved an overall score of 83.10 per cent, reflecting strong institutional preparedness, coordinated reforms, and effective adoption of procedural, technological, and administrative changes under the new criminal law framework.
Goa secured a perfect score of 20 out of 20 in Administrative Reforms, with full compliance in issuance of statutory notifications and adoption of model rules under the Nyay Samhitas. Officials stated that this demonstrates the State’s readiness in translating legislative intent into enforceable and operational legal frameworks in a timely manner.
In Operational Efficiency, Goa recorded 100 per cent compliance in Zero FIR registration, effective utilisation of NAFIS, adoption of e-Sakshya, and improved digital workflows ensuring better linkage between investigation and courts. These measures have strengthened procedural efficiency, evidence handling, and case progression under the new laws.
The State also scored high in Information and Communication Technology (ICT) applications, with robust implementation of e-Summons, Nyaya Shruti, and MedLeaPR. Goa achieved full marks in system integration, ensuring seamless two-way digital integration between Police, Courts, Prisons, Forensic Science Laboratory, and Prosecution through CCTNS and allied platforms, enabling real-time data exchange and institutional coordination.
The achievement is attributed to the collective efforts of all pillars of the criminal justice system, with Goa Police playing a leading role in coordinating with the Judiciary, Prosecution, Prisons, Forensic Services, and line departments for smooth implementation of the new criminal laws.
In a statement issued by the Director General of Police, Goa, the department reaffirmed the State’s commitment to strengthening implementation, capacity building, and inter-agency coordination to ensure faster, fairer, and more effective justice delivery for citizens.
