PANAJI: In the wake of the devastating nightclub fire that claimed 25 lives, the Goa State Disaster Management Authority (SDMA) has issued a sweeping advisory mandating strict compliance with fire, electrical, and structural safety norms across all nightlife and hospitality establishments in the State.
Invoking Sections 22(2)(h), 22(2)(i) and 24 of the Disaster Management Act, 2005, the SDMA has directed nightclubs, bars, restaurants, event venues, and similar establishments to immediately strengthen safety measures and adhere to all norms prescribed by competent authorities.
According to the advisory, all venues must maintain a valid Fire NOC and follow every condition laid down by the Fire Services Department. Establishments have been instructed to strictly enforce authorized occupancy limits, prominently display maximum capacity, and prevent overcrowding.
The SDMA also called for full functionality of fire safety systems, including smoke and heat detectors, alarms, sprinklers, hydrants, hose reels, and regularly serviced extinguishers. Electrical safety has been emphasized as well, with venues told to ensure certified wiring, proper protection devices, and the removal of unsafe or temporary electrical connections.
Emergency exits and escape routes must remain unobstructed at all times, equipped with illuminated exit signage, evacuation maps, and emergency lighting. Staff training has been made mandatory, with each shift requiring a designated Fire Safety Officer. Establishments must also conduct periodic evacuation drills and incorporate NDMA-recommended emergency escape measures into staff training.
All establishments have been asked to carry out an internal safety audit within seven days, with reports kept ready for inspection by district authorities, fire services, or SDMA-authorised teams.
The authority has warned that any violation will lead to stern action, including closure, suspension or cancellation of licenses, and prosecution under Section 51(b) of the Disaster Management Act and other relevant laws.
The advisory comes into immediate effect, signalling the state’s urgency in tightening safety protocols to prevent another tragedy of this scale.
