PANAJI: The Goa government has circulated draft rules under the Goa (Verification of Tenants) Act, 2024, making tenant verification compulsory across the State, and has invited suggestions and objections from the public within 30 days.
The draft Goa (Verification of Tenants) Rules, 2025, mandate that landlords must confirm the identity of tenants by checking specified original documents and submit copies—either physically or digitally—to the nearest police station within 48 hours of renting out their premises.
In addition, landlords will be required to maintain a permanent register of tenants in the prescribed format. Police officers will be authorised to inspect these records, and in cases of non-compliance or false entries, they may prepare reports for onward submission to the Sub-Divisional Police Officer, and where necessary, the Sub-Divisional Magistrate.
The draft further empowers the Sub-Divisional Magistrate to summon property owners, verify tenant records and impose fines for violations of the rules.
The government has also clarified that if a tenant is found to have a criminal background during checks conducted through the Crime and Criminal Tracking Network System (CCTNS) or the Inter-Operable Criminal Justice System (ICJS), the information will be escalated to senior officers within seven days for appropriate legal action.
