Panaji: The Inspectorate of Factories and Boilers has launched several key initiatives in recent years to enhance industrial safety and streamline regulatory compliance, aligning with Goa’s industrial growth vision and the Government of India’s Ease of Doing Business (EoDB) framework.
The department has organized a series of technical training programs and workshops across Goa’s industrial zones and educational institutions. These include health and safety training for factory workers, safety officers, and management personnel, covering statutory safety practices. Training and awareness programs have also been extended to school and technical institute students on safety and health-related topics.
Additionally, the department has conducted medical awareness workshops, screening camps, and specialized courses such as the Boiler Attendants Course and Associate Fellow of Industrial Health (AFIH) program for doctors, aimed at improving local employability and technical expertise. Courses for supervisors in hazardous process industries have also been introduced.
Under the Business Reform Action Plan issued by the Department for Promotion of Industry and Internal Trade (DPIIT), the Inspectorate has implemented several business facilitation measures. These include end-to-end online services via the Goa Online portal for factory registration, licensing, and boiler certification, as well as online issuance of inspection reports.
The department has also focused on reducing regulatory burden by rationalizing documentation, enabling auto-renewals, adopting risk-based inspections through the CIS system, and introducing third-party inspections for plan approvals, licensing, and compliance verification.
These digital and procedural reforms are designed to make Goa’s regulatory environment more efficient, transparent, and investor-friendly, while ensuring adherence to international best practices in occupational health and safety governance.
