PANAJI: The Department of Consumer Affairs, Government of India, in collaboration with the Department of Legal Metrology, Government of Goa, will host the 1st National Conference of Controllers of Legal Metrology on October 25, 2025, at the Goa Marriott Resort, Panjim. The inaugural session will be attended by Dr. Pramod Sawant, Chief Minister of Goa; Pralhad Joshi, Union Minister for Consumer Affairs, Food & Public Distribution; Digambar Kamat, Minister for Legal Metrology, Goa; Nidhi Khare, IAS, Secretary, Department of Consumer Affairs, Government of India; Sanjiv Gadkar, IAS, Secretary, Legal Metrology, Goa; Ashutosh Agarwal, Director, Legal Metrology, Government of India; and Arun Panchwadkar, Controller, Legal Metrology, Goa.
The conference, themed “Ease of Doing Business (EoDB), Use of Digital Technology and Consumer Awareness,” will bring together Controllers of Legal Metrology from all States and Union Territories, representatives of leading industry associations such as FICCI, CII, ASSOCHAM, RAI, and PHD, voluntary consumer organizations, and international experts. The discussions will focus on policy reforms, modernization of Legal Metrology infrastructure, and digital initiatives, including the eMaap portal for unified services and QR codes on weighing and measuring instruments to ensure transparency and traceability.
Significant amendments to the Legal Metrology (Government Approved Test Centre) Rules, 2013, are expected to be announced, expanding the scope of Government Approved Test Centres (GATCs) to enhance accessibility, efficiency, and industry participation. The conference will also showcase India’s achievements in Legal Metrology, including becoming the 13th country to issue internationally accepted OIML pattern approval certificates, the “One Nation, One Time” initiative to disseminate Indian Standard Time (IST) with nanosecond accuracy, the launch of a one-stop facilitation helpdesk for queries, the use of Img balances for precious metal transactions, auto-renewal of manufacturer licences, notification of new rules for accurate measurements, and decriminalization of provisions under the Legal Metrology Act.
Goa has been recognized as a frontrunner in implementing the Legal Metrology Act and Rules, promoting transparency, consumer protection, and compliance in trade and commerce. The conference will provide a platform for policymakers, enforcement officials, and industry leaders to align Legal Metrology with the government’s vision of ease of doing business and empowered consumers.
