Margao: The Goan Seamen Association of India has urged the Directorate General of Shipping to ensure inclusive implementation of the Old Age Benefit Scheme for seafarers aged 75 years and above and to expedite pending welfare payments under the MEMA scheme.
In a representation addressed to Director General of Shipping Shyam Jagannathan, the association highlighted concerns regarding the recently announced scheme under the Seafarers Welfare Fund Society, which provides financial assistance of ₹1 lakh to seafarers who have completed 75 years of age with effect from January 1, 2026.
The association stated that certain eligibility clauses may inadvertently exclude several deserving beneficiaries. It has urged authorities to extend the benefit to all retired seafarers aged 75 and above, including widows of deceased seafarers who dedicated a significant part of their lives to serving onboard ships and contributing to the maritime sector.
The association also raised concerns regarding the Monthly Ex-gratia Monetary Assistance (MEMA) Welfare Scheme, under which several retired seafarers and widows registered with the Seafarers Welfare Fund Society have reportedly received notifications for a one-time lump sum payment. However, the association claimed that while some beneficiaries have received the funds, many others are still awaiting payment.
According to the association, the delay has left several retired seafarers and their dependents facing financial uncertainty.
President of the association Frank Viegas has requested the Directorate General of Shipping to intervene and ensure fair implementation of the scheme and timely disbursement of pending payments to eligible beneficiaries.
