Panaji: Drones are no longer limited to demonstrations at technology exhibitions or specialised military use. In Goa, they are increasingly becoming practical tools across multiple sectors. From assessing crop damage in agriculture to carrying out aerial surveys for town planning and infrastructure development, drone technology is steadily being incorporated into public systems to improve efficiency and data collection.
Recognising the rapid growth and potential of this sector, the Government of Goa introduced its Drone Policy in 2022 through the Department of Information Technology, Electronics and Communications. The initiative aims to create a strong ecosystem that supports drone manufacturing, research and development while positioning the state as an emerging hub for drone innovation. Alongside technological progress, the policy also seeks to generate employment and open new opportunities for local talent.
The framework promotes the use of drones for citizen focused services in areas such as agriculture, forestry, horticulture, healthcare, mining and tourism. It also focuses on simplifying regulatory clearances, supporting enterprises through relevant development agencies and strengthening academic and institutional capabilities related to drone technology. By encouraging startups and promoting skill development, the policy aims to ensure that local entrepreneurs and professionals benefit from the expanding drone sector.
Several initiatives have already been launched to bring these plans into action. Zen Technologies Limited has been allotted land at the Electronic Manufacturing Cluster in Tuem, marking an important step toward strengthening manufacturing and defence technology capabilities within the state. Plans have also been proposed for a Drone Design and Aero Centre at Quitol, which would provide a dedicated space for innovators to design, test and operate drones in a structured environment.
Efforts are also underway to develop a skilled workforce. The Goa Information Technology Development Corporation has begun the process of empanelling approved agencies to provide certified drone pilot and technician training for women. In line with the national Drone Didi initiative, the state plans to equip women with advanced drones and technical skills, particularly to support innovation in agriculture and allied sectors.
Drone technology is also making its presence felt in public events. During the Shiv Jayanti celebration “Shivshahichi Garjana” at Shree Bodgeshwar Ground in Mapusa, a spectacular 300 drone light show illuminated the night sky, depicting the legacy of Chhatrapati Shivaji Maharaj in a visually immersive format.
With policy support, industry partnerships and training initiatives, Goa is steadily building a dynamic drone ecosystem that encourages innovation, strengthens governance and creates new opportunities for the future.
