Panaji: Goa’s Homestay and Bed & Breakfast (B&B) Scheme has emerged as a model for community-based tourism, influencing other states, including Delhi, to reshape their own hospitality initiatives. The Delhi government has announced plans to revive its dormant B&B Scheme, drawing inspiration from Goa’s approach, which combines financial support, simplified registration, and quality standards to strengthen local entrepreneurship.
Launched by the Goa Department of Tourism, the Homestay and B&B Scheme encourages authentic travel experiences while promoting sustainable livelihoods in rural and semi-urban areas. Eligible operators receive a one-time grant of ₹2 lakh, along with streamlined online and offline registration options. The scheme also offers promotional assistance through official tourism platforms to boost visibility for participating homestays and B&Bs.
Beyond financial aid, the initiative fosters inclusive growth by supporting women and youth entrepreneurs and encouraging visitors to explore Goa’s lesser-known hinterland communities. Establishments can be classified under Gold and Silver categories, gaining benefits such as utility tariff concessions, marketing support, and training programmes designed to enhance service quality and sustainable practices.
Delhi’s decision to model its B&B scheme on Goa’s framework highlights the recognition of Goa’s leadership in diversifying the tourism sector. The state’s experience demonstrates that well-designed incentives, simplified processes, and active local participation can create a sustainable hospitality ecosystem that benefits both hosts and visitors.
Tourism Minister Rohan A. Khaunte said, “The Homestay and B&B Scheme empowers Goans and offers travellers meaningful experiences. Its adoption by other states underscores its success in fostering community-led tourism.” Director of Tourism Kedar Naik added, “By combining financial support, training, and a clear registration process, the scheme ensures that tourism growth reaches all sections of society.”
Through its focus on authentic stays, responsible growth, and community engagement, Goa continues to lead India’s efforts in innovative tourism governance, providing a template for states seeking to revive and strengthen traditional hospitality sectors.
