Panaji: In a major relief to families seeking individual access to basic amenities, the Directorate of Municipal Administration has directed all urban local bodies in Goa to simplify the process of issuing separate or bifurcated house numbers for portions of existing dwelling houses.
The circular, dated July 23, 2025, highlights that many applicants have been facing hardships in securing separate house numbers, which in turn deprives them of individual water and electricity connections.
The issue mainly affects nuclear families living within a common household who wish
to establish a separate identity for taxation and utility purposes.
According to the directive, co-occupiers residing in a portion of a registered dwelling can now apply for a separate house number without being required to furnish cumbersome title documents.
The application will only be considered for taxation purposes and will not confer ownership rights.
Urban local bodies are instructed to process such applications upon submission of basic supporting documents, including house tax receipts, death certificates of the original assessee, proof of relationship, and a dimensioned sketch of the occupied area.
The application must be submitted using Form A, along with necessary survey plans and an affidavit.
Importantly, municipal councils and corporations have been directed to dispose of such applications within 15 days and issue a No Objection Certificate (NOC) for water and electricity connections, if requested.
This move is expected to ease the burden on nuclear families and prevent disputes related to shared living arrangements within ancestral homes.
