PORVORIM: Chief Minister Pramod Sawant today informed the house that his Government has started obtaining details of employment in private industries.
Congress MLA Sankalp Amonkar raised the issue of employment of Goans in industries while stating that the department does not have the data on employment of Goans employed in industries.
“Government has started obtaining details of employment in private industries; also we have opened the employment exchange portal for private companies; this is, in my opinion, should grant preference to the locals,” said CM Sawant.
He further informed that the state government has data about employment in companies registered under the Shops and Establishments Act and Factories and Boilers Act.
Labour and Employment Minister Babush Monserrate said that we will collect employment data in private industries within three months and that database will be ready.
“The industrial policy of the Government of Goa does not have any such provision wherein industrial units in the State have to compulsorily advertise vacancies,” he said.
The minister said that the industrial policy does not provide job reservation provisions. However, the policy provides a scheme that incentivises industries that employ a minimum of 60% Goan employees.
“The Employment Subsidy Scheme 2017 reimburses 50% of annual salaries paid to eligible Goans employees as per the condition mentioned above,” he said.
Babush said that the government mandates no percentage/quota of job reservation.
“According to Employment Exchange Compulsory Notification of Vacancy Act (CNV) 1959, all those units/companies employing 25 and more employees are required to notify the vacancies of the Employment Exchange,” Monserrate said.
Meanwhile, Goa Forward MLA Vijai Sardesai pressed for a mechanism for private companies to register on an employment portal for people in the private sector.
“Despite having a law in place, the state government is turning deaf,” Vijai said.
