PORVORIM: Chief Minister Dr Pramod Sawant today moved a Bill to establish the Goa Mineral Development Corporation; Bill proposes to carry out mining activities in a scientific & ecological sustainable manner. The Bill is to be discussed and passed today in the House.
The Bill placed on the floor of the House seeks to provide for the establishment of a Corporation to carry out mining operations in an orderly, scientific and ecologically sustainable manner and for matters connected in addition to that or incidental thereto.
“Clause 5(2)(d) of the Bill provides that the Managing Director shall receive such salary and allowances as may be prescribed.,” the Bill states.
Further Clause 8 of the Bill provides for the resignation of the Managing Director at any time before the expiry of his term upon three months’ notice or upon similar information, be removed by the Government without assigning any reason provided that Government may, upon payment of three months, salary and allowances in lieu of the notice, remove the Managing Director immediately without assigning any reason.
The Bill also states that Clause 9 of the Bill empowers the Corporation to appoint such officers, advisers, experts. Consultants and other employees, as it considers necessary for the efficient performance of its functions. waggio di 6 (5).
“Clause 10 of the Bill empowers the Corporation o to engage suitable consultants or persons having to special knowledge or skill to assist the Corporation in the performance of its functions,” the Bill states.
Meanwhile, the establishment of the Corporation will involve financial implications towards capital expenditure (infrastructure), salaries, office expenses, approximately to a tune of Rs. 5 Crores.
Sawant had said that he was not to blame for the nearly year-long delay in filing the review petition, one of the grounds cited by the court to dismiss the pleas-stating that by the time he took charge as Chief Minister in March 2019, more than a year had already passed since the Apex Court’s order scrapping all operational mining leases in the state.
“Despite the fact that the review petitions have been dismissed, we will be passing the Mining Corporation Bill in the upcoming Assembly session. Mining will be started in a big way through the Corporation and auctioning of leases will also be carried out, after exploration of the leases by the Mineral Exploration Corporation Limited (a central government agency),” Sawant said.
“Mining will be started at the earliest. The Government is serious about it,” Sawant had said
