PANAJI: The Goa Waste Management Corporation (GWMC) has once again called for bids to set up and operate a solid waste treatment facility at Bainguinim, North Goa.
The proposed plant, with a capacity of 100 tonnes per day, is to be developed under the Design, Build, Finance, Operate and Transfer (DBFOT) model through a Public Private Partnership (PPP).
As per the Request for Qualification (RFQ), the selected concessionaire will be responsible for the design, financing, construction, operation, and maintenance of the facility for 15 years.
The plant will feature recycling and sorting lines, segregation units, biomethanation, and composting systems. While the contractor will bear the full capital cost, GWMC will extend a monthly Gross Annual Operational Support Grant during the concession period.
Tenders for the project have been floated several times since 2019 — initially for a 250 TPD capacity and later scaled down to 100 TPD — but previous attempts failed to take off due to procedural issues and insufficient eligible bidders.
