PANAJI: The Department of Animal Husbandry and Veterinary Services’ seniority list has been altered, and the Goa government and others have received letters from the Bombay High Court in Goa.
The notifications were sent out during the hearing of a writ petition that Dr. Veena Kumar, the deputy director of animal husbandry and veterinary services, had filed. By ignoring the seniority list dated May 30, 2024, the petitioner has contested the final seniority list dated June 25, 2024. The petitioner was unfairly and discriminatorily forced to report to her junior, Dr. Nitin Naik, as a result of the final seniority list.
As the senior-most officer following her redeployment from the Goa Meat Complex Limited, the petitioner has sought to withdraw, rescind, or revoke the order and also direct the government to issue orders appointing her to hold the charge of the Director on an officiating basis.
As the most senior person in the head office, the government had already directed Dr. Veena Kumar to assume leadership of the Director of Animal Husbandry and Veterinary Service.
By order dated September 20, 1991, the petitioner was appointed on an as-needed basis to the position of Veterinary Officer (VO), Group B Gazetted. On September 9, 2011, the appointment was reaffirmed and regularized in the position of V.O. By an order dated January 31, 2019, she was placed on seniority at Serial No. 2 and regularly elevated to Assistant Director (Group A Gazetted).
The petitioner asserted that she was entitled to assume additional responsibility for the Director in lieu of Dr. Naik because she was the most senior officer. Since Volvoikar resigned his position as AHVS Director, this has not yet occurred. In an unpleasant position, the petitioner reported this to her junior, Dr. Naik, who treated her arbitrarily and discriminatorily.
