MAPUSA: The District Society for Prevention of Cruelty to Animals (DSPCA), North Goa, has filed a complaint against a horse owner for negligence and animal cruelty under the Prevention of Cruelty to Animals (PCA) Act, Rule 3, and BNS 325. The complaint follows an incident on February 21, 2025, when a horse was hit by an unknown vehicle on the Gurim Highway and left injured.
According to DSPCA, the owner abandoned the severely injured horse near Vision Hospital in Mapusa, despite previous warnings about their neglect. The government veterinary officer in Mapusa confirmed that the horse sustained fractured legs. While Wag Goshala in Siolim has offered to care for the animal, its condition remains critical.
DSPCA has also submitted photographic and video evidence of prior incidents of cruelty by the owners. The organization emphasized that allowing horses to roam freely on highways is illegal and has urged authorities to take strict action against the negligent owner.
