CALANGUTE: Calangute Police have arrested the owner of a guest house and registered a case against him and his manager for allegedly facilitating the sexual exploitation of minors by failing to verify and report the accommodation of victims without parental consent. The case was filed following a complaint from LPSI Deepika Parwar of Agacaim Police Station.
The incident pertains to the Krishna Mahadev Guest House located near Nazri Resort, Baga, Calangute. The guest house allegedly accommodated minor victims involved in two separate but related cases registered at Agacaim Police Station (Crime No. 30/2025 and 31/2025) under sections of the Bharatiya Nyaya Sanhita (BNS), Goa Children’s Act, 2005, and the Protection of Children from Sexual Offences (POCSO) Act, 2012. According to police, the guest house provided lodging to the minors between June 7 and June 8, 2025, without the consent or knowledge of their parents, thereby enabling the commission of the said offences.
The accused have been identified as Rajat Chauhan, 31, a businessman and owner of Krishna Mahadev Guest House, originally from Karnal, Haryana and currently residing in Candolim, Bardez, Goa, and Mansoor, 35, a resident manager at the guest house, originally from Baramulla, Jammu & Kashmir. Rajat Chauhan has been arrested and is currently in police custody, while further legal action is underway against Mansoor.
Police officials stated that the actions of the accused amounted to abetment under Section 8(10)(b) of the Goa Children’s Act, 2003, and Section 16 of the POCSO Act, 2012. Their failure to conduct mandatory identity checks and obtain parental consent directly contributed to the facilitation of serious crimes against children.
The investigation is being led by PSI Harish Vaigankar of Calangute Police Station under the supervision of PI Paresh Naik, SDPO Porvorim Vishwesh Karpe, and overall guidance of Superintendent of Police North Goa, Shri Rahul Gupta, IPS. Authorities have emphasized the importance of strict compliance with verification norms by hotels and guest houses to prevent such incidents.
