MARGAO: Fatorda police have registered a case against Shaikh Mohammed Shoheb for allegedly operating an unauthorised foreign recruitment agency in violation of the Emigration Act, 1983. The accused, a resident of Gogol-Fatorda, was reportedly running an office named Portugal Direct at Borda-Margao without obtaining the mandatory licence required for overseas employment recruitment.
The FIR was filed following a complaint from Avaneesh Shukla, Protector of Emigrants, Bengaluru, who oversees the Karnataka-Goa jurisdiction. According to the complaint, between September 30 and October 9, 2025, Shoheb allegedly advertised foreign job opportunities through social media platforms and engaged in recruitment activities without authorisation from the competent authority.
Police said such actions fall under Sections 10 and 24 of the Emigration Act, which prohibit individuals or agencies from carrying out emigration or overseas job recruitment without a valid licence from the government.
Acting swiftly on the complaint, Fatorda police sealed the Portugal Direct office premises at Borda-Margao on Friday. Further investigation is underway to determine the extent of the recruitment network and whether others were involved in the operation.
