PANAJI: Chief Minister Dr Pramod Sawant said that integrity, accountability, and transparency are essential for good governance.
He was addressing after inaugurating the Vigilance Awareness Week 2024 (October 28 to November 3, 2024) organized by the Directorate of Vigilance, at the Secretariat in Porvorim today. Chief Minister called for sincerity, honesty, and dedication as key values for collaboration, stating that if we adhere to these principles, we can provide effective governance to the public.
CM pointed out that corruption often begins at lower levels, hindering good governance. In light of a recent government job scam, he confirmed that strict actions will be taken against those involved, including the individual at the center of the issue.
He urged clerks, heads of departments, and secretaries to remain vigilant regarding any third-party involvement in government work. He drew an analogy to the local practice of defeating Narkasur before Diwali, suggesting that we should similarly strive to eliminate corruption this festive season.
CM reiterated the principle of “Na khaaonga Na khane Doonga” to help make Goa free from corruption. He also pointed out that delaying services to the public is also a form of corruption and urged everyone to ensure that services are delivered promptly and without unnecessary delays.
This celebration underscores the values of ethics, integrity, transparency, and fairness, which are essential for good governance and effective administration.
Dr. V. Candavelou, IAS, Principal Secretary to Finance, addressing the gathering, stating that the week aims to raise awareness among all stakeholders—government, private sector, and community—about the collective action needed to prevent corruption.
He reflected on the legacy of India’s first Prime Minister, who unified the nation and exemplified strong governance, recognizing the role of technology and e-governance in enhancing transparency.
Dr. Candavelou noted that processes like filing tax returns or applying for passports, once cumbersome, have been simplified through technology, allowing citizens to access services without visiting government offices. He stressed the importance of a faceless administration to reduce direct interactions with officials, thereby mitigating corruption opportunities.
He concluded by stating that this vigilance week provides an opportunity to commit to ethical practices in administration, ensuring better governance and services without inconveniencing citizens. Dr. Candavelou also administered the Vigilance Awareness Week pledge to senior bureaucrats.
Yashasvi B, IAS, Director of the Directorate of Vigilance welcomed the gathering, honoring the theme of “Cultural Integrity for the Nation’s Prosperity.” She connected integrity to national prosperity and cited the words of Sardar Vallabhbhai Patel, who said that character is the foundation of a nation’s true strength. She noted that Patel’s vision for a unified India was a moral mission grounded in a shared culture of honesty, integrity, and accountability.
Yashasvi B also referenced Prime Minister Narendra Modi’s assertion that India will be free from corruption when every citizen believes their contributions help improve the nation. In conclusion, she urged everyone to pledge to build a culture of honesty, fairness, and accountability, ensuring that India’s prosperity is founded on unshakeable values.
